How will you prioritize the initiatives? What will you do first?
We prioritized the initiatives as part of the grant application process. The ranking considered our ability to meet initiative objectives and housing targets, as well as key factors like time and costs. The way we’ve ordered the initiatives on the website does not reflect the order that they will be undertaken. Four initiatives will be integrated into the new Land Use Bylaw that will be developed, which we plan to complete over the next two years. There are two policy-related initiatives that will be started and completed within the first year, with the third policy initiative expected to begin in the second year.
How many housing units are expected to be created?
Our goal is to create 1,330 housing units by the end of the three-year program. Given our typical permitting averages, that means our goal is to create 244 more housing units than normal.
What steps are you taking to make sure the initiatives are completed on time and on budget?
Before submitting the grant application, we developed and thoroughly reviewed detailed work plans and available resources to ensure the feasibility of completing all initiatives on time and on budget.
How will you measure the success of these initiatives?
We will measure the success of these initiatives by completing each one and achieving the proposed housing targets tied to the funding. Success will also be evaluated based on the acceleration of affordable and diverse housing and long-term systemic change for housing within the City of Leduc, aligning with the grant’s objectives.
Do you know how much of the $7.6 million will be spent on each initiative?
We have allocated a portion to get each initiative started and are evaluating how it will be divided at a more granular level. The priority will be to fund and complete the initiatives outlined in the action plan. Any additional funds will be allocated to other initiatives, in alignment with the restrictions identified in the City’s agreement with CMHC, and with Council approval.
Will the community have an opportunity to be engaged in the planning and implementation process?
Yes. The City will conduct robust public engagement, looking for input from the community, at various stages of these initiatives. Each initiative will have unique engagement needs based on its scope and requirements.
What additional funding or resources are required to fully address the housing challenges in Leduc – beyond this grant?
The Housing Accelerator Fund will provide an opportunity to complete a variety of initiatives that will build on Leduc’s strengths and improve housing delivery in our community. Housing challenges do not have a singular solution, but this grant program will put us in a better position to tackle these challenges moving forward.
Will this result in neighbourhoods that are overly dense?
We know that housing is important to the public and to businesses who need people to move to Leduc and work here. While the City will consider zoning changes to diversify, densify and innovate housing, we will also prioritize maintaining the livability and character of our city.
Considerations such as parking, snow removal, overall function of the street, and other potential impacts will be carefully examined at multiple points. We will look for public input in these initiatives to make sure we understand together what the best path forward is for Leduc. Like all bylaw amendments, any proposed changes to zoning will be managed through a public hearing and consultation process, with final decisions being made by City Council.
How do you make sure new housing developments remain affordable in the long-term?
There are several ways we can make sure housing developments remain affordable in the long-term, including:
- Continuous construction of various housing types.
- Reducing regulatory barriers and streamlining processes to reduce upfront costs, providing incentives, and encouraging affordable housing options.
