The City of Leduc bills residents for utilities every 30 days, with payments due by the last business day of each month.

Any overdue account balances will incur a penalty. Your utility invoice includes both flat rates and variable rates. Flat rate charges include water, sewer, stormwater, and waste collection. Water and sewer are also billed at a variable rate per cubic meter.

  • Utility rates and charges are outlined in the City’s Fees Bylaw.
  • The City does not provide natural gas or electricity. Residents must arrange separate accounts with third-party providers for these services.

Virtual City Hall Customer Portal

Sign up and visit the new upgraded Virtual City Hall at vch.leduc.ca. You’ll need to know your tax roll number, utility account number, or general receivables account number.

  • Customers can view and pay their utility account on the same page/screen
  • Customers can access past utility E-bills received or sent
  • Customers can view and pay their general receivables accounts (e.g. Ambulance)
  • Customers can view their property tax account balances

Setting Up Utility Services

Property owners in Leduc can set up their utility accounts by calling (780)-980-7163 or coming into the Leduc Civic Centre. Renters must pay a deposit and complete all necessary forms before opening a utility account. Applications can be filled out online or completed in person at the Leduc Civic Centre during regular business hours.

Utility account holders can sign up for free and convenient electronic billing (e-billing) by registering in one of four ways: through the online registration form, by emailing [email protected], calling (780) 980-7163, or in-person at the Leduc Civic Centre.

Paying Your Utility Bill

You can pay your utility bill in person at the Leduc Civic Centre, through pre-authorized payments, online banking with your financial institution, or Virtual City Hall.

Residents can complete the Automatic Withdrawal Form, pre-authorizing the City to withdraw funds from their account to pay their utility bill in full each month. Applications must be submitted before the 15th of the month the bill is due. Bank account changes must be submitted at least 10 days before the withdrawal date. Fees for returned payments are outlined in the City’s Fees Bylaw.

Work with your financial institution directly to set up online bill payments using the following details:

  • The payee’s name is either “Leduc, City of” or “City of Leduc.”
  • Use all eight digits of your utility account with no decimal.

Payments are applied to your account on the date we receive them. This can take three to five banking days.

Use Virtual City Hall to view current and past utility invoices, make credit or debit (VISA debit/MasterCard debit) card payments, and modify your phone number, email and mailing address. If you need assistance setting up your Virtual City Hall account, please contact us at (780)-980-7163.
